Download the I-600 form, a petition for classifying an orphan as the next of kin. The form is used by a US citizen to classify an orphan if she lives in a country that is not a member of the Hague Convention. If the child is adopted or will be adopted by a US citizen, as a direct relative, and allows the child to enter the United States.
