Form N-400 is officially called Application for Naturalization which is applied when you would like to get U.S. citizenship via the process of naturalization. Upon naturalization, a person who is a permanent resident not born in the USA becomes a U.S. citizen on a voluntary basis. It is the most widespread way for persons born abroad to receive U.S. citizenship.
